WEST HARBOUR BOROUGH

MEETING OF COUNCIL The meeting of the West Harbour Borough Council last evening was attended by the Mayor (Mr T. H. Harridge) and Cra J. M. Kay, W. Forgie, J. Robb, A. Smith, E. J. Taylor, C. J. Hayward, A. D, Asher, T. F. Rodger, and F. 1 W. Venn.

The borough inspector reported that th« slip at the St Leonards School \Vas still moving, having shifted three inches in the past month. The engineer had authorised the laying of a nine-inch drain across the main road at the spot in question in order to try and arrest the trouble.—The matter was discussed at some length. Councillors took a very serious view of the slip. It was generally agreed that in the event of a slip coming away altogether the Education Board and the Railways Department would be the heaviest losers, but at the same time it was decided that the council should do everything in its power to prevent such an occurrence. It was decided that councillors should visit the spot next Saturday afternoon, and that a full report by the engineet should be discussed at the next meeting of the council. Following the public notification of the council of its intention to declare the Dunedin-Port road n “ clatfs 3 ” highway in terras of the regulations, the bus clerk of the Railways Department gave notice of objection to the proposal, in that its operation ■ would necessitate the removal of the two buses comprising the department’s present fleet, and that the substitution of lighter vehicles which would conform to regulations governing such a “ class 3 ” road would inflict undue financial hardship. Alternatively, the department wished the council to regard this letter as an application for the exemption of the two buses at present operating for the remaining life of which from the provisions of the proposed regulations should such latter be put in force. The engineer advised that as an alternative the department desired the road to be classified under regulation 5 to operate the existing two buses for their remaining life. However, the power of dealing with the matter rested with the Minister of Transport, and, therefore, the writer suggested that the matter be held in abeyance until the classification was approved.—The engineer’s recommendation was adopted. , . . The superintendent oi the Dominion Fertiliser Company wrote stating tnat during the month the. Mayor had visited the workers to ascertain if anything could be done to right the cause of complaints addressed to the council. The company had arranged to take all reasonable steps in the matter.—The Mayor reported that he was quite satisfied as to the company s intentions to make a thorough clean-up towards the end of the month, beveral councillors voiced their approval, and the meeting endorsed the action ot tne Mayor. . . , ~ Mr Hayward was appointed the representative of the council on the board ot managers of the King Edward Technical College. , • In connection with the suggested improvements on the bus route through Montague street, the borough engineer wrote advising that he did not consider that there was any way of improving Urn corners at each end of the street, with the exception of keeping the camber on the curves in shape. He recommended, however, that in order to improve the road surface in Athol place a light running top of screenings should be spread.— Received. The Finance Committee reported that during the month receipts had been £1142 2s Od. and after the payment ot accounts totalling £3OB 13s sd, there would be a debit balance at the bank ot £BO9 Is fid. —Received. The borough inspector reported on worn done during the month. The formation of the footpath along the road to the city was almost completed and the gangs were now coming back over the job and finishing it off, after which screenings would be applied. Suggestions were also made with respect to improvements to the Ascog road—The report was adopted. The Lighting Committee’s report was also adopted. It was stated that estimates had been supplied by the Dunedin City Council with respect to additions to the street lighting system, and that it was proposed to expend a sum of £B3 17s on the erection ot lights as follows: —Mam road, near M’Cutcheon’s, 1: Bay View terrace, 1; Bishop street, 2; Hill street. 1; an alteration in Athol street, and two in Ascog road. The committee’s balance mow stood at £126. After, some discussion. in the course of which Cr Asher urged a reduction of expenses to a minimum, the report was approved. The Reserves Committee’s report was adopted.
