"Spectator (No. 3).” —The letters which we have already published show that dissatisfaction exists concerning the judging at the Piping and Dancing Competitions and, apart from the fact that your letter is intemperately written, we think that sufficient has been said on the subject. A J. Blrchfield.—The publication to which you refer, in the judgment of the Stipendiary Magistrate at Wellington, expresses a seditious intention and advises and encourages lawlessness. In such a case, freedom of speech has degenerated into license. “ Anxious.” —If the contract was entered into before January 1, 1930, the rate of interest may in general terms be said to be subject to reduction of 20 per cent., as from April 1, 1932.
