TWO VITAL ISSUES STATEMENT BY M. HERRIOT. PARIS, May 18. (Received May 1.8, at 8.50 p.m.) _ M. Herriot, in an exclusive interview with the British United Press, declared that no reduction of Germany’s reparations was possible unless America and Britain agreed to equivalent reductions in war debt payments to them. With regard to armaments, he emphasised, that reduction was dependent on security. He urged the organisation of an international armed force. There thus appears to be no change in France’s attitude on two vital issues.
