GOING FROM BAD TO WORSE WIDESPREAD FIGHTING CONTINUES (United Press Association.) (By Electric Telegraph—Copyright.) SHANGHAI, May 9. Conditions in Manchuria are going from bad to worse. The Japanese are engaged in endless guerilla warfare, with occasional major engagements, against the Manchukuo forces, which are instituting a reign of terror in many parts, burning villages, destroying railway tracks and stations and terrorising the countryside. The Japanese to-day ordered a general attack on a Chinese brigade and occupied the walled ; city of Fancheng, following the Chinese burning of Tungho City, compelling the Japanese garrison to take refuge in transports on the river to escape the fire. Meanwhile the League Commission is unable to make much headway in its investigation of the Manchurian situation owing to the fighting in a majority of the districts.
