Seven times across the Atlantic in as many months, forbidden to land either in Britain or America, has been the lot of Mr Peter Russell, a London-born man who has served eight years in the United States Navy. Now, destitute and dispirited, he has been permitted to remain in England for 12 months, provided that he can find work. Mr Russell’s wife and children are in Norfolk, Virginia. Although he is anxious to return to them, he is unable to do so, for both British and American immigation officials have declared him a man “ without a country.”
