OUTBREAKS IN BERLIN ARMED POLICE CONTROL CITY. BERLIN, August 10; Twelve thousand armed police have been mobilised to control the city, which is virtually under martial law. The Bulow Platz district is cut off, and no one is permitted to enter it. The population in that district is in a state of panic.
