PARLIAMENT PROROGUED SPEECH FROM THE THRONE. OTTAWA, August 3. Parliament was prorogued on Monday. The Speech from the Throne said that a commercial agreement had been negotiated with Australia. “The agreement will, I confidently believe, be of advantage to both our countries.
