PARLIAMENT PROROGUED SPEECH FROM THE THRONE. OTTAWA, August 3. Parliament was prorogued on Monday. The Speech from the Throne said that a commercial agreement had been negotiated with Australia. “The agreement will, I confidently believe, be of advantage to both our countries. It manifests the desire of my Government to enter into similar trade agreements with other parts of the Empire.” The Speech continued.; “The Imperial Economic Conference, adjourned last November to reassemble at Ottawa in the latter part of the current year, has been postponed because of the circumstances which prevented the representation at the conference of all the dominions of the Empire.
