SAMOAN MANDATE.
PERMANENT COMMISSION INQUIRY. (From Our Own Correspondent.) LONDON, November 14. * Thomas Wilford (High Commissioner) and Mr C. A. Berendseu (Secretary for External Affairs) attended a sitting of the Permanent Mandates Commission at Geneva last week to be exammed regarding Samoan affairs. Both Sir Thomas and Mr Berendsen made a considered statement. The High Commissioner was fortunate in , being able to produce a cablegram received from the Administrator only a week previously showing that the present condition of affairs was markedly better. The natives had supplied 22 of the old haipuks and 10 new ones to represent them m consultation with the Administrator. Also in his tour the latter had been well received, even at Palauli West, one of the places which was the centre of the recent troubles. The law was functioning without difficulty. The New Zealand representatives were examined for a day and a-half. In the end. the_ chairman (the Marchese Theodoli) said they were very pleased the conditions were better. He congratulated the New Zealand Government on doing what was possible for the welfare of the Samoans. It may perhaps be mentioned, that although the High Commissioner was able to report improved conditions, he declined to make any guarantee for the future.
