UNIVERSITY COUNCIL.

MONTHLY MEETING. The monthly meeting of the Council of the University of Otago was held yesterday afternoon; present—Messrs W. _J. Morrell (vice-chancellor), G. R. Ritchie, J. Wallace, C. Gilray, J. C. Thomson, L. D. Ritchie, W. A. Moore., J. Rennie, J. W. Dove, J. C. Stephens) Dr J.' Fitzgerald, Sir H. Lindo Ferguson, and Dr Inglie. EXPRESSIONS OF SYMPATHY. The council expressed sincere .sympathy with Professor Dunlop, Dr Holloway, and Mr Herbert Black, members of the teaching staff, in their illness, and its best wishes for their speedy recovery. PROFESSORIAL BOARD. The registrar reported that at a meeting of the Professorial Board it was decided to recommend the award of A.O.SM. in mining to A. R. Evans and A.O.S.M. in metallurgy to L. Hunter. It was_ also decided to suggest that the Minister of Education be asked to appoint a representative of the professoriate to the committee investigating the Superannuation Fund. The report was adopted, and in regard to the second matter, it was resolved to ask for the support of other university councils* in the Dominion.

EDUCATIONAL RE-ORGANISATION. The registrar forwarded a report of a committee of the Professorial Board with reference to, the report of the Parliamentary Committee on Educational Reorganisation in New Zealand. The report was as follows:— '* The committee of deans appointed to consider the report of the Recess Education Committee on Educational Re-organisation in New Zealand met and resolved as follows: ) < That the resolution of the Professorial Board of Auckland University College in regard to recommendation No. 5 (scholarships) of the above report should be strongly supported; (2) that in the opinion of the committee it was unwise that the distribution of bursaries should be based largely on considerations other than the mental ability of the applicants, or that it should be on the recommendation of the Education Department; (3) that it would bo well if, in place of exclusively awarding bursaries involving no responsibilities on the recipients, a more general application were made of the system of granting loans under bond to worthy students, the retention of the loans being strictly dependent on the university record of the recipients.” The vice-chancellor said the council had already considered the education report, and no doubt there would be something further said about it. It would be sufficient to note the board's report. Dr Inglia said that on the board the fear was expressed that the loss of the bursaries would seriously affect the University’s finances. The vice-chancellor said no doubt it would. The report was noted. LEAGUE OF EMPIRE SOCIETY. The chairman of the League of Empire wrote inviting the University to be represented at a meeting in Paris in July next. „ _ It was decided to ask Dr 6. E. Thompson to act, and failing him Dr W. P. Morrell, son of the vice-chancellor. FINANCE AND MEDICAL COMMITTEES. The report of the Finance and Medical Committees stated that the committees had considered a letter from Dr North asking if there was any reason why the tutors in obstetrics and gynaecology should be underpaid for a further year. It had been resolved to recommend to the council that £SO each be added to the salaries of Drs Ritchie, North, and Fitzgerald for the year ending February 28 next.

The committees had considered a letter; from Dr D'Ath setting out the present, and proposed activities in connection with cancer research. —It had hoen resolved that the dean of the medical faculty and the chairman of the Medical Committee be asked to confer with Dr Barnett and to report. The committees had considered a letter from Dr Malcolm requesting the appointment o! an assistant in place of Dr Hamilton at the end of the current year. —lt had been resolved to recommend the council that the position be advertised at £350. , _ In conformity with a request from Dr Malcolm, it had been resolved to accept an amount of £l2 10s only from the Department of Scientific and Industrial Research in respect of the rent of the room used during the current year and to purchase certain apparatus from Dr Fogg at a cost of £l7 18s, The report was adopted.

FINANCE COMMITTEE. The Finance Committee reported that tho registrar had intimated that certain departments had overspent their allocations for the year.—lt had been resolved to advise these departments to keep their expenditure down ae much as possible for the balance o£ the year and to make full report to the Budgeting Committee. Dr Doris Gordon had written stating that the Obstetrical Society thought the appointment of a professor of obstetrics should be proceeded with.—lt had been resolved that the position be advertised, the chairman being given, power to act in making any amendments in the conditions already approved which might he occasioned by the delay in advertising. The report was adopted. GENERAL. Mrs T. R. Fleming and family and Mrs A. A. Finch and family wrote thanking the council for its expressions of sympathy. Dr Andrew M. Begg wrote thanking the council for appointing him a research fellow. The commissioner of Crown lands wrote asking if the council was agreeable to the control of the Mapoutaki Pa (historic reserve north of Purakanui) being vested in the council.—-It was agreed to obtain a report from Mr H. D. Skinner, ot Otago Museum. The secretary of the Otago Education Board wrote asking that the University buildings be made available for the annual examinations from November 17 to 28. Granted, subject to the board consulting with the chief supervisor of university examinations (Mr J. Rentaie). The secretary of the Chamber of Commerce wrote thanking the council for the arrangements made with reference to the visit to the Medical and Horae Science Schools. , Dr A G B. Fisher wrote stating that M’- Lloyd Ross had indicated his willingness to undertake the responsibility of acting director of the W.E.A. —Received.
