SIR ESME HOWARD

RUGBY, March 1, (Received March 3, at 9.5 p.m.) _ Howard, the retiring Brttisli Ambassador at Washington, and Lady Isabella Howard arrived in London yesterday. Sir Esme stated that he had definitely retired from diplomatie life. After knowing the United States for nearly 35 years he was convinced that _ the feeling there towards i 6 tP* 41111 had) during that time, steadily improved. There was no longer what used to be known as the old <rud«*e against Great Britain. It was dying away, and the settlement of the Irish question and of the British debt to America had caused a- great change in the public opinion of the United States towards this country.
