It is all part of a slow process of unification. The Commonwealth steps in and creates Overlapping, and after a few years discovers that there is duplication for which it immediately blames the States and seeks to abolish State departments. The cost of Australian representation in London will probably be increased rather than lessened if monopolised by the Commonwealth.”
