(Received Feb. 23, at 5.5 p.m.) The Government of Malta has appointed Sir James Connolly as agentgeneral in London. Sir James was a member of the Western Australian Cabinet during the period that Lord Strickland, who is now Prime Minister of Malta, was governor of that State. Self government was conferred upon Malta some years ago, and the appointment of an agent-general in London is made to bring Malta into line with the status of the dominions and self-govern-ing colonies, which are similarly represented in London.
