CHINESE COASTAL SHIPS
SUSPENSION OF CLEARANCEREASONS NOT STATED, (United Press Association.) (By Electric Telegraph—Copyright.) _ SHANGHAI, February 13. The Chinese Government has issued orders suspending the clearance of. all Chinese coastal vessels from Shanghai for a period of two days. The Customs accordingly is holding up the papers, allowing only lhre6 ships to clear. The reason for this astonishing move at present is not clear. It is believed that it presages an outbreak of hostilities against Hen Hsi-shan, necessitating the transfer of large bodies of troops -up the Yangtse.
