He did not favour the abolition ot submarines, which he regarded as a weapon of defence, although the expected the limitation of certain types to be discussed. Asked whether Japan would agree to a three or four-Power arrange? ment if a five-Power pact was not reached, he said that Japan -came to negotiate with the four other Powers, and it was expected that a five-Power pact would result therefrom.
