In addition to the delegates of Britain, France, Germany, Belgium, Italy, and Japan, the Governments of Greece, Rumania, Jugo-Slavia, Poland, and Portugal are also expected to send representatives. The United States Government has been invited to participate in whatever way it may desire.'
