COUNT OF-VOTES STILL INCOMPLETE. (Pee United. Pe'ess Association.) CHRISTCHURCH, May C. The count of votes under the ■ proportional representation system for the election of the City Council is still uncompleted, but should be finished to-morrow. At present eight councillors have been elected—five Citizens’ Association representatives and three Labourites, but. the distribution of the .surpluses and of the votes of the eliminated candidates will probably make the council consist of eight Citizens’ Association members and seven Labour members, with Dr Thacker as the Independent, holding with the Mayor, the balance of power.
