It may be suggested that this change in not unconnected with the Prime Minister’s recent tour of the flooded areas of the Leith and its vicinity, including that portion over which the Harbour Board exercises jurisdiction; and it is possible that the contemplation of the present visible results of the activities of this body may have prompted the conclusion that a change in the personnel of this board is desirable.—l am, etc., April 23.
