-GREEN ISLAND BOROUGH.

MONTHLY COUNCIL MEETING. . The monthly meeting of the Green 'lsland Borough Council was held last night, and was attended by the Mayor (Mr W. T. Kaler), Crs Q. Orange, P. 0. Smellie, J. Passmore, J..G. Lindsay, W. O. Smellie, P. Chalmers, and H. Christie. LOANS SANCTIONED. The chairman of the ideal Governments Loans Board wrote with reference to the council’s application of a loan of £9OOO for: street improvements, stating that the raising of the. loan had been sanctioned. It was proposed to : form footpaths in asphalt with wood and con- ' crcte kerbs to make. a deviation of the Kaikorai Stream in the vicinity of the Miller Park Domain. Conditions of the loan were that it should be for a term of 20 years at a rate of £5 10s per cent, per annum, a sinking .fund of not less than £3 per cent, ppr annum .should be formed^, calculated on the amount raised, and no portion of the interest or sinking fund should be paid out of the loan. LOANS REFUSED. A letter was received from the'chair* ", man of the Local Government Loans Board stating that the board would not sanction a loan of £2OOO for the building of a hall, as it was considered that the present town hall should be sufficient to meet the requirements of the' district at present. .V- 1 .--', The board also .advised the council regarding theproposedldan of £IOOO for waterworks .extension,' that it‘ had:' been decided to refer the application back, as the board was of opinion that the extensions could be ' financed out of revenue derived from: the ' water, supply undertaking if the work were extended oyer a period of two, years. ■ ! FINANCE COMMITTEE. The report of the Finance "ommittee stated that a letter had' been received from the Salvation Army- officer. Green Island, asking for a rebate on hall hire. —lt was recommended that a rebate of ,10s should be made. . A letter had been received from the district traffic manager regarding the • alterations in the train - time tables.—The committee\ recommended that the council, in conjunction with the Moqgiel Borough Council, should take up the question of the' Christchurch-Invercargill midnight ! train stopping at MbsgieL 1 The Public . Works Department had written regarding heavy traffic fees.— It was recommended that the engineer should report oh the matter, and.that the council should oppose any reduction in the fees.- • ■ . The report was adopted, • WORKS COMMITTEE. v , The Works Committee recommended ’ that Mr A. F. Bennetts’sapplication for permission to keep fca pig should bo ■ granted. It was also recommended that the council should communicate with, the -Public . Works Department regarding the condition of the main highway at Walton Park railway crossing. The report was adopted. ENGINEER’S REPORT. The engineer reported as follows: Main Highways.—Dunedin-InvercargiU i Any work done bn the Dunodin-Ihvercar-gill section of the main highways haabeen confined- to the sealed, portion, and has been carried out by the Public Works Department. It consists chiefly of con- ■ str acting sub-drains on the margins in order to .endeavour .to'aHoiy ;, any. water to. be drained, from, underneath the roadway. The amount expended is, £5358 8s 7d. The - Green | Island-Taieri.-Mouth highway ia commencing to wear .and should . receive attention before the holidays. The . method adopted previously seems to have been very satisfactory, and, I suggest that similar repairs be continued. The expenditure on this highway from April 2 to September 30, 1928, has, amounted to £594 12s sd. Both these highways are now receiving- a subsidy 'of £ZS£for £1 from the Main Highways Board for the above period, and this;considerably assists the Green Island Borough Council in maintaining them in a satisfactory 1 condition. ' ' ‘ ’ - - Considerable difficulty is experienced in maintaining the detour roads. Short - street and portion of the Kaikorai Valley road, and material to keep .them in order has been carted from'the excavation, on the main highway. While tills material is of considerable assistance, the metal is too coarse to keep a reasonable wearing surface, and we will. have to supplement • it with‘screenings. The'sum of £lls 2s 9d has been expended on-material, .labour, and cartage. So far no definite word .has been received from the Main Highways Board that it is prepared to assist in the maintenance of this section. General Works.—The foreman, in his report on the general work of , maintenance, stated; It will be Been that the use of material from the main highway has enabled considerable improvements' to be effected to the streets named. It is intended to coyer the sW in .Neill street -with this material'as far as it will go. The work in Wallace street has been compie ted, and the turnout in Scotland street is in hand. I have examined the-entrance to the from the District road, and am of opinion that it should he graded and that the material necessary to make the surface safe could be obtained from the main highway, and recommend that the work be done. A letter has been received from Messrs Reid and Gray in regard to the drainage from the main highway, and I have seen Mr Gray,. pointing out that the public works. has made only a connection to a cast-iron pipe which has been in existence for many yearn and that it originally disehayged water directly into the Kaikorai Stream before it was’ diverted to its present channel. I am of .opinion that under the circumstances the borough-has a right to continue to discharge storm water at this place. GENERAL. There was some discussion on the .'dam-. age that was being done to the highway through the borough <by heavy .traffic, and it was decided to write to the District Council of the Main Highways Board ask- i ing if some«aetion could be taken in the matter, and to send a copy to Mr A. E. Ansell, M.P: for the .district.
