origin of a “ baker’s dozen ” was a law imposing a heavy fine on bakers who gave short weight. The bakers were so afraid of the fine that they made sure of themselves by giving overweight. It was once genuinely difficult to gauge the exact weight of each loaf. The thirteenth loaf was thrown in to make the matter certain.
