MEMORANDUM ON SECURITY. DUE TO BE PUBLISHED. (Press Association—By Telegraph—Copyright.) LONDON, January 17. (Received Jan. 18, at 11 p.m.) “ It is understood that Cabinet’s memorandum on security is being published today, though whether in London or Geneva is unknown,” says the Daily Telegraph’s diplomatic correspondent, who adds that it does not embody any sensational developments, but urges that the sole aim of the League’s special committee should be to achieve something practical and not waste time seeking to impose obligations to which some members of the League would never consent. Britain is not prepared to sign the optional clause in the new Hague Court Statutes, nor is she willing to subscribe to the new sanctions. Cabinet instead advocates the extension of the Locarno principles in regions where other Powers might do for the maintenance of local peace what Britain has done for peace in the Rhineland. —A. and N.Z.
