WEST HARBOUR COUNCIL.

A meeting of the West Harbour Borough Council was held last evening, and was attended by the Mayor (Mr .1. M. Fraser), Crs T. H. Harridge, C. M. French, A. Smith, J. T. Downes, J. W. H. Clarke, G. W. C. Macdonald, F. W.. Venn, G. Young, and J. Robb. The Clerk of the Waikouaiti County Council wrote stating that the council .intended to spread a quantity of screenings on the footpaths at Sawyer’s Bay. The West Harbour Council would not be asked to contribute towards the cost. —The letter was received. Mr F. Burke wrote stating that the footpath leading up View street, Burkes, was badly iu need of repair. The footpath was over-run with grass. It would be necessary to crown the footway and spread a load or two of screenings.—The Town Clerk said that the work had already been authorised, and the letter was received. The Secretary of the St. Leonards Regatta Club wrote asking for the use of the Coronation Hall on the afternoon of Saturday, February 4.—The request was granted. _ , , The President of the New Zealand Association of Town Clerks forwarded the following remit for favourable consideration “ That all receipt forms required by municipalities be requisitioned for through the Audit Office. It was pointed out that if the remit was brought into force the Audit Office would have a complete check on all receipt forms issued.”—The Mayor said the councils town clerk was quite competent to make out his own receipts, and he did not think any action should be taken in the matter.—Councillors supported the Mayor’s suggestion, and the letter was received. The Secretary of the New Zealand Association of Town‘Clerks wrote stating that the question of superannuation had been discussed at a recent meeting of the executive. It had been stated that information had been received tha the possibility of superannuation being made compulsory by the Government was very remote. The council was asked to give the matter every consideration.— The letter was received. . The representative of the District Highways Board wrote stating that representatives from the council would be met by the board at a meeting to be held m Dunedin on the morning of Tuesday, January 24, when matters relating to main highways would be discussed. It waa decided that the Mayor, Crs Smith, Clarke, Macdonald, and the town clerk attend the meeting. The Town Clerk of Dunedin forwarded a tabulated return of the heavy traffic which had passed over the various main highways during the six months ended on December 30, 1927. The table also showed the cost apportioned to each council or district during that period. the cost apportioned to West Harbont w«*u £4O 9s 3d.—The report was received. The Inspector of Stock for the Department of Agriculture wrote stating that under the Noxious Weeds Amendment Act, 1927, the council had power to appoint inspectors for the control of noxious weeds growing on lands within the jurisdiction'of the borough.—The Mayor said this was another duty that had been shelved on to local bodies.—lt was decided that the town clerk be appointed inspector for the district. Cr Robb said the time had arrived when the council should consider the question of providing a parking area hr motor cars in the borough. At the nresent time some persons left their cars standing on the roads with the lights out. Unless something were done an accident was likely to happen at any time.—Cr Harridge said the parking of cars n narrow portions of streets had become daily practice, and it should-be stopped.— The Mayor said that while he agreed with Crs Robb and Harridge he did not think the council should consider the alloting of a parking area at the present time. If the town clerk forwarded a letter of protest to offenders, he felt sure owners of cars would not offend again.—Cr Clarke raised the question of motor cars running at an excessive speed through the borough. Cars exceeding 20 miles an hour -ere not only a grave danger, but the roads .offered as well.—The Mayor said that the safety of the public must he conserved nt all times, and the town clerk and the (i ii police constable were alive to the matter. i.o- Finance Committee reported that the receipts since the last meeting of „he council amounted to £2406 16s. Accounts amounting to £438 17s 2d had been passed for payment, leaving a credit balance of £683 11s 4d.—The Chairman of the Committee said it had been decided to subscribe £lO to the funds -,f the West Barbour Brass Band.—The report was approved.
