(Received Dec. 13, at 5.5 p.m.) Tbe leading shipping authority expresses the opinion that the reported conditions of the sale of the Commonwealth Line, which have not been received officially in London, do not represent the Commonwealth’s last move. He suggests that if the British concerns do not tender, which is thought to be probable, the Commonwealth might delete the compulsory British registration clause, thereby throwing tenders open to non-British competition, which is the last thing the British and Australian ship owners desire.
