PROBLEM OF REOPENING. CABINET CONSIDERATION. (Pren» Association—By Telegraph—Copyright TOKIO, November 30. In order to facilitate the reopening of the Fifteenth Bank, of which he is an ex-president, Prince Matsukata, a former Premier, offers to surrender his entire private fortune, assuming responsibility for the recent suspension of payment by the bank. He also desired to surrender his title, which he will be unable to support. The entire attention of the Cabinet is now devoted to the problem of reopening several of the big banks which suspended payment during the summer panic in order to permit depositors to secure funds wherewith to meet the year-end debt settlements and in order to prevent numerous bankruptcies amongst small depositors.—Sydney Sun Cable.
