RUGBY, May 1. in connection with the retirement of Lord Beatty from the post of First Sea Lord on June 30, and the appointment of the Admiral of the Fleet, Sir Charles Madden, to succeed him, it is pointed out that Lord Beatty was duo to retire last November, but under pressure he consented to defer his resignation. On the dispersal of the Grant Fleet, of whith lie was Commander-in-chief, Lord Beatty took up his present duties, and his period of office at the Admiralty lias been marked by the reduction of the Navy to a peace footing after the greatest war in history. It is generally agreed that this has been accomplished with a minimum of hardship and dislocation.
