BALLOON DISASTER
OWNERS HEAVILY FINED. NO PERMIT OR CERTIFICATE. LONDON, November 1. C. G. Spencer and Sons, the owners of the balloon the basket of which broke away at Kempston on August 4, killing five people, have been fined £IOO for allowing the balloon to be flown without a permit, and £SO for failing to have a certificate of its airworthiness. The fines carry 30 guineas costs. The firm has appealed against the decision.
