“Macandrew Bay.”—The West Ham Board of Guardians granted relief so lavishly and so indiscriminately as to exhaust its resources The Government refused to continue loans to the guardians, excepting on terms which inc.uded a reduction in the scale of payments. These terms were accepted by the guardians. If they had not been the Government was prepared itself to take over the administration of outdoor relief in the district.
