The eighth International Labour Con* ference will open at Geneva to-morrow, under the presidency of M. Nolens (Holland). The conference will examine exclusively the question of simplyfying the inspection of emigrants on board ship. A preliminary draft convention will be submitted providing for only one inspector on each snip, to be appointed by the country to which .he ship belongs. This would prevent the favouring of emigrants of one nationality at the expense of other nationalities, and would assure a superior authority in the event of a disagreement between the captain of the ship and the inspector.—A. and N.Z.
