A young steward namcT Charles Edward Brooks appeared at the Magistrate's Court this morning on charges of using insulting language and assaulting young women on the way to their work. He pleaded guilty to three charges of having used insulting language, and to two charges of using obscene language, but denied the three charges of assaulting. The young girls concerned gave evidence of being accosted. Brooks said he had no recollection of assaults, although he remembered the language. The Sub.-inspector stated that numerous complaints were received from all over Wellington, but the complainants refused to come to court and give evidence. Brooke had received two years reformative detention at Invercargill in 1922 for an aggravated assault on a female. A Salvation Army officer said the accused suffered from lapses of memory, during which he was addicted to these offences. Mr E. Pago, S.M.. remarked that Brooks was not normal. He would be committed to the Borstal Institution at Waikeria for three years on Ilia charges of using obscene language. On the ether charges he would bo convicted and ordered to come up for sentence when called upon.
