VAGRANCY CONTROL URGED. CALCUTTA, February 3 The Legislative Assembly yesterday rejected a comprehensive resolution calling on the Government to control begging and vagrancy in India. • The mover claimed that beggars were making life intolerable. They numbered 3,000,000, according to the census, but were really much more numerous. On behalf of the Government, ' was pointed out that the matter really concerned local governments, while in certain circumstances in India a man who gave alms acquired merit. The Home Secretary, Mr J. Crerar, asked for support, however, in dealing with the “sturdy beggar,’’ who was a problem, and who, he noticed, had increased considerably recently in the streets of Calcutta.
