THE DOWNFALL OF GERMANY. LORD NORTHCLIFF’S SPY SYSTEM. Preoa Avoociati m—By Telegraph—Copyright. LONDON, October 20. (Received Oct. 21, at 11.15 p.m.) That the German Socialist Partythrough Allied agents in Britain’s pay was directly responsible for Germany’s collapse in the war was alleged during a libel action against the newspaper Dunchener Post, arising from attacks by Professor Kossman, who, in published articles, accused the Socialists of abetting Germany’s downfall. Major von Hoeder, chief of the counterespionage branch of the German staff, declared that the results achieved' by the gigantic spy systems organised by Lord Northcliff were only possible through the assistance rendered by Ihe Socialists in Germany, who, he alleged, were prominently associated with an organisation in Holland for training deserters who recrossod the frontiers for further service with the German army, and acted as Allied agents.
