SYDNEY, October 19.

Political circles express the opinion that the Governor (Sir Dudley dc Chair) will refuse Mr Lang’s request for permission to swamp the Legislative Council, but will grant a dissolution of Parliament in order to permit the Government to obtain a mandate front the people on the proposal. It is stated that this course is not wanted by Mr Lang, who, if he does not receive a favourable reply from the Governor, will appeal directly to the Imperial authorities.
