FRENCH PARTY CONFERENCE.
QUESTION OF LEVY ON CAPITAL.
Awx>)aUon—By Telsgrspfc—Copyti^tt. PARIS, October 18. The Radical Socialist Congress at Nice reaffirmed the principle of supporting only < a Government which, follows the Cartel’s ' programme. Tne congress urged the Government In conjunction with Spain, to renew a generous and humane offer to the Biffs and Jabalas of the widest degree of autonomy compatible with international treaties.
The Congress was the scene of a noteworthy clash on the subject of a capital levy, which M. Herriot advocated and. M. Caillaux denounced, decl*mng_ that it would endanger the whole economic fabric of Prance.
While forecasting drastic taxation, M. Caillaux said that he, would not drive the ship of state on to the rocks. 'The conference carried a resolution in favour of a special tax on all forms of fortune, but leaving the Government free to deal with the financial problem in its own way. Though the resolution closely resembles a demand for a capital levy, M. Caillaux agreed to support it, as it left the Government a free hand. He explained that he voted as a member of the Radical Party and not as a member of the Government.
The resolution averted a split in -the. nominal unity of the Radical Party.—Reuter and A. and N.Z. Cables.

Cable. SPEECH BY M. PAINLEVE. REFERENCE TO MOROCCAN WAR. PARIS, October; 18. (Received Oct. 19, at 7.15_ p.m.) At a banquet at the conclusion of ih/8 Congress M. Painleve promised that he and M. Herriot would discuss the most efficacious means of dealing with the formidable difficulties confronting the country. He pointed to the Locarno Conference as evidence of the Cartels policy of international peace and added that all danger in Morocco was now past. France ' desired neither conquest nor oppression. She was only looking for peace.—Renter.
