MOSGIEL BOROUGH COUNCIL.

The monthly meeting of the Mosgiel Borough Council was presided over by the Deputy Mayor (C'r James Henderson). Crs L. S. Dyer, John Wright, James Mitchell, John Garrett, and G. A. M’Lcod were in attendance. An apology for absence was read from the Mayor, who was in the North Island on business. A deputation was present from the Otago Expansion League regarding the council’s contribution towards the Provincial Court at the Exhibition.—The council promised to go into ihe matter and forward a reply*. Messrs Duncan and MacGregor notified the sale by Mr F. A. Cheyne of Section 13, block 111, to Mr John M. Horc. Mr A. A. Finch notified the sale by Messrs A. and D. O. Davidson of lot 3, subdivision of part of section 12, block 11, E.T., to Mr Arthur Ellis Carncross, also the remaining lots 1, 2, and 4 of the same subdivision to Mrs Margaret Davidson, of Mosgiel.—Noted; ratepayers’ roll to be altered accordingly. Messrs Webb and Allan wrote in regard to overdue rate in a deceased estate, and forwarded address of person supposed to be now owner of the land. Thev further stated ! that on searching the title it was discovered that the late owner had never taken a transfer of the land, which still stood in the name of the people who originally subdivided West Mosgiel 40 years ago. They suggested that the council would have to obtain leave of the court to take proceedings against the “owner” without naming him.—Loft in the solicitor's hands to act. The Otago Hospital Board wrote' notifying that the Minister of Public Health had fixed per cent, as the rate of interest payable for the current year by contributory local bodies in respect of overdue levies.— Noted. Mr T. K. Ridey, M.P., forwarded a letter from tho Minister of Railways re level crossings as follows: —“Referring to request to construct two public level crossings on Mosgiel-Outram lino in connection with proposed subdivision of Church Board land, stating that in view of the increasing number of accidents that occur each year at level crossings throughout the Dominion tho policy of tlie department is to decline to increase tho number now in existence. After careful consideration of all the circumstances it is regretted that the. application for two crossings cannot he acceded to, hut in the special circumstances the department is agreeable to the addition of one more crossing provided your council accept tho condition laid down by tho department, and the chief engineer has been directed to notify the town clerk the terms and conditions under which tho crossing will ho approved.” In connection with this same matter .10 district r ilway engineer forwarded conditions upon which one level crossing could ho provided over the Mos-giol-Outram railway lino. —Referred to the borough solicitor. The Otago Expansion League wrote asking the council to appoint a delegate to the Railway Committee of the league; and notifying that his Worship the Mayor had been appointed ex officio hon. vice-president of the league.—Crs M‘Leod and Henderson were appointed as delegates. Tbc Otago Presbyterian Church Board of Property wrote asking to be ’informed as to (he position in regard to the purchase of the Church Board land before the next meeting of the board. Messrs Webb and Allan wrote enclosing draft agreement between (he council and Messrs John Reid and Sons (Lld.l for ihe purchase of tho Church Board land, stating same bad been submitted to Messrs John Reid and Son (Lyi.), and that they hoped to come to some final arrangements within the next few days.—Tlie borough solicitor to be asked to reply to the Church Board. 'Dio Secretary, Taiori Rovers Football Club, applied for permission for the Mosgiel Brass Band to play at a benefit football match to he held in the Recreation Ground on Saturday next, in aid of two of their players who were seriously injured during tho past season. —Granted. L. S. Dyer, Forfar street, wrote drawing attention to tho impassable condition of Toy street from Forfar street to its termination, and suggesting that if the council was prepared to do the formation work he was prepared to assist by paving for the gravel necessary for the work. —• Offer accepted ; work to bo proceeded with at an early date. T. A. Mackie, Clyde street, wrote replying to council’s loiter of the 3rd inst. stating that ho had paid rates during the last, 10 years amounting to about £6O. and that on principle ho would not contribute anything towards the formation of Clv-do street. —Formation work to ho proceeded with, gravelling to wait meantime. A.- Gilmore. Clyde, street, wrote replying to council’s letter of the 3rd inst., and stated he was agreeable to pay his share towards the formation of Clyde street on condition that the other ratepayers interested paid their share towards it,—Formation work to be proceeded with ; tho gavolling to wait in the meantime. Tho Finance Committee reported that tho receipts for tho month had been £1267 0s 2d, and recommended payment of accounts totalling £lßl 19s sd. The bank pass book showed a credit balance of £215 4s. —Report adopted. In moving the adoption of the Finance Committoo’s report, containing account for entertaining American sailors, £4l 13s 9d, tho deputy-Mayor moved that the thanks of the council bo accorded to all residents who so generously extended the hosiptality of their homes to the American sailors, and also to all members of the various committees who, by their untiring efforts, were able to bring about such a success to tho district’s undertaking.—Cr Henderson stated that Mosgiol’s effort had not only boon the topic of conversation among tho men of tho fleet, but had been favourably commented upon by .people in authority in Dunedin. Tho Works Committee reported as follows: —The following works have been completed : Factory road: .Seventy loads of spawls and 25 loads of 2Jin metal have been spread and blinded with 18 loads of screenings and 64 loads of gravel. This road is now completed. Gladstone road; Twentvthreo loads of metal from the county quarry have been used in patching. Gordon road : Twenty loads of metal used in making good pot-holes, Work still in hand. Bush road footpath: Seventy loads of gravel have been spread. Church street footpath: Twelve loads of gravel have been spread. Tweed street footpath: Eight loads of gravel have been spread. Drainage: Three sower connections have been put in in Montrose street, and one in Queen street. Three house connections have been tested and passed, and two new plumbing jobs passed. Choked drain at Coronation Hall has been opened up and cleared. Water supplv; TTie reservoir has been standing full during the whole month. Ten visits of inspection have bei*n paid. Both intakes have been inspected four times during the month, 'and tho scour valves have boon run off on three different occasions. The scour valve at the top intake which had been open during the month in order to scour out accumulated gravel has become choked during the last flood. There is too much water there at present to attempt to clear it, but directly the stream goes down it will be done. New water connections have been put in as follows; Mr Morton (Gladstone road). Mr Gilmour (Clyde street). Septic tanks: The fine silt on tho primary filter lias been renewed, but the floods daring the month have enabled ns to turn the sewage into the stream and save pumping. When the stream subsides it will be necessary to spend "about two days down there straightening up after the flood and cleaning nut the storage tanks. Letter from Medical Officer of Health in regard to drainage, Forfar street: We recommend (hat the Health Inspector ho asked to go over this locality with our inspector, who will then cxpalin the whole situation. T. A. Mackie's letter in regard to the ro-forrnation of Clyde street: Me recommend that an estimate be prepared of the, cost of forming and gravelling Clyde street and that a letter he sent to Messrs Mack to, Gilmour, and Fraser, and Mrs Smith asking each if they arc willing to contribute £5 as their proportion of tho cost of the work. T. H. Hiddlesfono’s letter relative to Irvine street ; It is recommended that a visit of inspection he made by the whole of the council right round the borough on Saturday afternoon next before finally deciding upon this work. Channelling Gordon road for Messrs Jo!I and Harrison: We recommend that lids work he proceeded with. Sower Extension. Dryden street; Work* to he proceeded with. Building Permit Mr R. Holland. Lanark street, motor garage: Granted. Drainage Permit, Mr Gibson. Montrose, street: Granted.—The report was adopted and the various recommendations agreed to. The Reserves Committee reported as follows; Application from Taiori Hovers Football Club. We recommend that the Recreation Ground he granted to (his club for the football season in 1626 upon the same terms as last year—namely, a rental of £25. the courc.il reserving to themselves the right of claiming the ground for at least two Saturdays should they require it upon giving the club seven days notice of {heir intention to do so; the Taieri Ladies’ Hockey Club to enjoy (be same privileges in regard to their ground as 7 on previous occasions, Open Ditch in Gordon Road Park : We recommend that a pipe be laid across the footpath of Gordon road to drain this ditch and that the ditch be filled up to the level of tho pipe. Entrance Gates to Gordon Road Park : We recommend that alterations bo made to these gates to enable

Fencing Water Reserve Whare Flat: Recommended that tenders returnable for the next meeting of the committee for tho fencing of this land bo called for. — Report adopted. General Committee reported as follows: Charges for Coronation Hall: Having gone carefully into this matter we beg to recommend a scale of charges for adoption. Painting vestibule and staircase at Coronalion Hall: We recommend that Messrs Kear and Sons’ tender of £l4 be accepted for tho above work, also the tender of 2Ss for glazing four door panels with ice-flow glass in the lavatories on tho ladies’ and gents’ retiring rooms. Mrs Mackie’s letter: We recommend that the ranger bo asked to attend tho council meeting on Monday evening in explanation of above. The Ranger reported having impounded one head of cattle during the month. —Tho report was adopted.
