REVISION OF CONSTITUTION. NO SPECIFIC PROPOSALS. Press Association—By Telegraph—Copyright. LONDON, July 9. (Received July 10, at 8 ji.m.) In tile House of Commons during a debate on the India Office vote Karl Wiiiterton (Under-Secretary for India) said there was an impression that Earl Birkenhead in his speech in the House of Lords had invited proposals for a now constitution. That was not quite accurate. There would have to be a revision of the constitution in due course, and if proposals carrying a reasonable measure of agreement among the people of India Mere put forward, they would be carefully considered. It had l to bo nutde clear, however, that Lord Birkenhead was not referring to any specific proposal, Mr Ramsay MacDonald said that the impression had been everywhere created by Lord Birkenhead’s words that the Government was prepared to examine schemes immediately.—A. and N.Z.
