A snli-comniillce has been appointed by t.hn House of Lords Offices Committee to see whether tiny arrangements can be made by which deaf poors can hoar speeches. One suggestion is that the front, boncti speakers should sneak into a microphone and the voice should ho conveved by wires and amplifiers to various parts of the chamber, including the gallerv. Amplifiers were used in Westminster Hall last year when members of the American Bar Association were received there. On that occasion there were three microphones and four trumpet amplifiers on the roof. During last year the number of persons who left the T'nited Kingdom for residence abroad was 91,262. as coinnared with 193.673 in 1053. Tim decline was largely due, states the Overseas Settlement Committee, to the mepiruaus reduction in emigration to the United States, the total falling from 86,034 to 6433.
