(Received Juno 3, at 8.40 p.m.) Tho action of the Anns Conference .n exempting Ksthonia, Finland, Latvia, Poland and Rumania from any obligation to supply periodical returns of the imports of munitions, pending Russia's adhesion to the convention, drew caustic references from Mr Burton, United States rep resen tative, who asked whether the League’s protection was a mere scrap ot paper, since tho nations were atraid to put their trust in it. The Karl of Onslow, the British representative, agreed with Mr Burton s remarks. and said that Britain desired a workable convention. —A. and tN.Z. Cable.
