The Times suggests that the German Monarchists, beaten in open fight, are now cleverly engineering political scandals and disguising party issues under legal proceedings. Arrest follows arrest. No party, no office, no character is safe, though nobody yet seems to have been tried. It would be grotesque for foreigners to attempt to get an, opinion of the truth or falsehood of the charges. Certainly the tone of the public life of the Reach has become sadly depraved.—The Times. PROMINENT PERSONS ARRESTED. BERLIN. February 12. (Received Feb. 13, at 9.40 p.m.) Dr Werthauer, a prominent member, has been arrested in connection with the Barmat affair. Proceedings have also been instituted against Herr Richter Berling, the Police President.—A. and N.Z. Cable.
