UNIVERSITY COUNCIL.
The monthly meeting of the Otago University Council, held yesterday afternoon, tv a 3 attended by the Chancellor (the Rev. Or Cameron), the Vice-chancellor (Mr T. K. Sidey, M.P.), Dr 3 Benham, W. Marshall Macdonald, J. Fitzgerald, and Messrs J. Wallace, J, C. Stephens, J. W. Scurr, W. J. Morrell, J. C. Thompson, M.P., G. R. Ritchie, and J. Rennie. APPOINTMENTS AND AWARDS.
Br Inglia wrote recommending the appointment of Messrs K. A. Allen and P. W. Aitken as demonstrators in 1925, at£lo 10s per month, for 7-f months.—Approved. Professor Park wrote requesting the appointment of a half-time assistant for mining and metallurgy at £lls. —Referred to the Finance Committee to report. The Chairman of the Professorial Board Wirote recommending the following awards: John Edmond Fellowship, A. A. Levi; Slheaton Scholarship. R. G. Penseler; Sir George Grey Scholarship. P. W. Aitken. The council is further recommended that the value of Penseler’s scholarship bo £2lO for the first year.—The recommendations were agreed to. At the request of the W.E.A. it was decided to appoint Mr AV. Alartin as tutor in Natural History at a fee of £l2 12s. The recommendation of Professor Strong that the award of home science bursaries be made to Misses C. M. Ball, L. R. Griffin, D E. D. Martin, F. A. Neal, K. H. H. Blaikio. B. Lipscombe, AV. AI. Alillington was approved. The council appointed the following as its representatives on the AVorkers’ Educational Association: —Professors Thompson, Benham, and Adams, Messrs Morrell, Stephens. Wallace, and Aloore.
It was resolved, on the recommendation of Dr Hercus, to appoint Dr Noel Fulton a? assistant in the bacteriological department, pending the return of Miss Gladys Cameron. It was agreed that the Leaak bronzo medal for mechanical dentistry be awarded to A. H. Weir. .j 1 GENERAL. ’A request from the Trustees, Executors Co. for -authority for structural alteration in the Beverley shops was referred to the AVorks and Finance Committee. Mr Stephens raised the question whether the council should not dispose of these shops. Mr Scurr said the council was not getting an adequate rent from many of its properties. —The committee was instructed to look into the matter. The Registrar reported having received debentures to the face value of £7500 and cash for, £SOO for the endowment of the offajbH& of: surgery. —The Chancellor menturned that , there was a request that the chair of surgery be known as the Ralph Barnett, chair, an endowment for that purpose having been created by the previous occupier .-of the chair.—The request was agreed to, and it was resolved to express appreciation of the generous gift.
FINANCE AND HOME SCIENCE COMAHTTEES.
The-Finance and Home Science Committees reported having considered a letter frpm Professor Strong which had been placed- -before the council at its previous meeting, and which recommended that cookery classes bo continued next year for Areherfield students, and that classes in needlework he also instituted. The council is recommended to agree to the institution of these courses in 1925.
The Finance Committee, sitting’ separately, had considered a letter from the Sydney University Extension Board, concerning the proposed visit of Sir Ernest Rutherford. It was resolved that the registrar communicate with the other New Zealand colleges and ascertain what steps they propose to take, stating that this University is willing to contribute up to £SO. The registrar was further directed to communicate with the Sydney University Extension Board, the chancellor and chairman to be associated with him in the drafting of the letter. The committee received a report from Messrs Morrell and L. D. Ritchie concerning the allocation of a definite sum to.:the Professorial Board for library expenditure. It was resolved that the sum of. £7OO be annually allocated to the Professorial Board, the board to be responsible for the distribution of this amount among the different departments, and the board to bd informed that this amount is to include the purchase of journals and the cost of binding, and that it must not be exceeded; the .new. arrangement to operate as from Ist January, 1925. The committee considered a proposal that suitable recognition be given to students to whom Beverley scholarships are awarded, but who are unable to hold such scholarships. It was resolved that a book prize of the value of £5, With a suitable inscription, be awarded in such cases, the Professorial Board to be asked for its opinion. Consideration was given to the repairing of Professor Parser’s grave, a letter in this connection having been received from the Rev. E. B. Wethey, of Warrington. It was resolved that Dr Fitzgerald bo given power to act in this matter, and that the funds in the Post Office Savings Bank be suitably invested. The Chancellor and the chairman oj the committee submitted the following report in respect of the Beverley Trust funds:—“We report that we have examined the accounts of the Beverley Trust. The maximum expenditure to which the council i 4 at presented committeed—i.e., the expenditure which would be incurred if all the scholarships were taken up at their maximum value—is £620, and the minimum expenditure—i.e., the expenditure which would ho incurred if all the scholarships were taken up at their minimum value —is £SOO. The income from the fund is estimated to reach the figure of £965 per annum. Wo recommend that the amount of £SOO, which is now charged to the fund in respect of the salary of Mr Sutherland, mechanic in the physics department, be instead applied towards port payment of the salary of Mr Hinton, the lecturer in physics, and that he should be given the title of Beverley Lecturer in Physics. Since making this allocation, and after providing for the payment of scholarships, there will be a residue cf more than £3OO, and since Mr Beverley in his will expressed a desire that preference should bo given to the teaching of mathematical, mechanical, and physical sciences, we recommend that, if the council wishes to appoint an assistant to the professor of mathematics, his salary, up to £3OO, be provided from this fund.” Bishop Richards wrote asking for the use of the Allen Hall for the meeting of General Synod. It waa resolved that the request be, granted, subject to remuneration being giyiftp ,'ito the janitor.—Adopted; the book prize, in connection with the Beverley Scholarship to be retrospective, and the appointment of an assistant professor in mathematics deferred. WORKS COMMITTEE
The Works Committee, reporting in connection with the Medical School contract, stated that progress payments amounting to £4148 7s id were passed for payment, including £2039 to -Naylor and JikuOO to MtLoUaa. The committee considered the erection of the Lfptti Wall in front of the Dental School, and resolved that the city engineer be authorised to carry out the work by day labour, at an estimated cost of- £21(30. In this connection the committee considered an account from the City Corporation (£44 Os 6dJ for testing the foundations of this wall, and resolved that the corporation be asked to consider this account as part of the whole cost. The committee considered a letter from the secretary of the Memorial Walk Committee, asking what was the council’s attitude to the proposed laying down of a footway from Castle street loop to Leith street. It was resolved that the registrar, in conjunction. with the solicitors, report on this matter to next meeting. Mr Anscombe •eked the opinion of the committee on the jwggestion that a marble engraving be placed on the facade of the now Dental School, representing the patron saint of dentistry. He estimated the cost at £l5O. It was resolved that the chairmen of the Works and Finance Committees should moke further inquiry and report.—Adopted. HOME SCIENCE COMMITTEE. The Home Science Committee reported having considered applications for the position of assistant to the teacher of cookery. Six applications were received. The committee recommended that Miss J. Irvine be appointed to the position. Dr Macdonald submitted the following report with reference to physical instruction:—“l beg to report that I consulted with Professor Strong re the above matter, and we have the honour to make the following recommendations : —That all students in this faculty on entering, and annually thereafter, should bo submitted to a medical examination, with a view to detecting physical and postural defects. That instruction in, gymnastics should include the teaching of individual students the correct use of the body from a postural 'and mechanical point of 'view, and also, if possible, training in ■voice production and correct breathing. This could probably be arranged in connection ■.'■#!& the physiotherapy department of the Dunedin Hospital, That students should receive lectures on the elementary laws of health.” It was resolved to recommend the council to adopt this report, and "to give the committee power to act in carrying out tho necessary arrangements. , Should the council adopt this report the chairman ’■ Dr Macdonald, Professor Strong, •jid 5 the registrar ere asked to submit full ’fletadb to the committee.— -Thfl report was
