Those who have the interests of Dunedin at heart will have noted with satisr faction tho steps that have been initiated with a view to securing endorsement by tho ratepayers of the highway loan proposal. Very encouraging evidence has been furnished of the strength that is behind a movement which, we are confident, is destined to bring about an immense improvement in a very conspicuous portion of the city, and at the same time to secure much needed provision for the growing requirements of the community. The community should by this time have a complete grasp of the position, for it has been tho subject of a great deal of discussion. But past experience in connection with loan proposals has shown the desirability of guarding against tho possible consequences of public apathy or lack of understanding, and a campaign of enlightenment such as is being prepared is a wise method of procedure. Too much prominence cannot be given to the consideration that the citizens have before them at the present time an opportunity which it would be sheer folly and short-sighted-
