PARIS, September 14. (Received Sept. 15, at 8.10 p.m.) In connection with the abolition of the penal settlements the question what shall be done in the immediate future with the convicts in the colonial settlements has not been definitely decided. These number 4500 in addition to which 2000 will remain in exile in the colonies for further periods equal to the length of their actual term of imprisonment. The Minister states that possibly the Guiana settlement may die out progressively by extension as in the case of New Caledonia, where there are now only 150 convicts. —A, and N.Z- Cable.
