DIPLOMATIC RELATIONS. MINISTER TO WASHINGTON. OTTAWA, August 2. It is reported that Senator Belcourt, ■who is now representing Canada at the Inter-Allied Conference in London, will become the first Canadian Minister at Washington. It is stated Sir Arthur Currie could hqve the position, but that ho is not possessed of sufficient private means to be able to accept it.
