HARBOUR PROTECTION.
REMIT FROM OTAGO. DRAINAGE AND REFUSE PRECAUTIONS. One of the most important remits which will be dealt with at the annual conference of the Harbours Association of New Zealand has been forwarded by the Otago Harbour Board. The remit, which deals with drainage into harbours and the depositing of refuse, asks that certain provisions bo enacted in addition to tbo offences created by section 326, Harbours Act, 1923. One of these is that every person commits an offence who either directly or indirectly discharges any sewage, polluted water, or refuse into any harbour or on to the foreshore of any harbour, or anywhere at. ail where it is likely to reach a harbour. For each such offence the offender shall be liable to nay a fine not exceeding £SO, and in addition thereto any expenses incurred by the board in consequence of such an offence.
