A Cairo message states that the King of the Hejaz has refused to sign the draft of the British treaty. He objects to the inclusion in it of the Balfour Declaration affecting Palestine.—A. and N.Z. Cable. The Balfour Declaration was issued on November 2, 1917, and was in these terms: "His Majesty’s Government views with favour thq, establishment in Palestine of a national homo for the Jewish people, and will use its best endeavours to facilitate the achievement of that object, it being clearly understood that nothing shall bo done which may prejudice the civil and religious rights of existing non-Jcwish communities in Palestine, or the rights and political status enjoyed by Jews m any other country.' 1
