LUXURIES BILL PASSED. Pzaaa Aetociation—By Telegraph—Copyright. TOKIO, July 17. The Upper House passed the Supplementary Estimates and the Luxuries Tariff. It is understod that the tariff will be effective from the date of its promulgation, which at present is not fixed. The Diet approved of the appropriation of 6,600,000 yen for the establishment ol an Institute of Culture and a Museum at Peking and Shanghai respectively for the furtherance of Sino-Japanese friendship. —Reuter.
