MOSGIEL BOROUGH COUNCIL

The monthly meeting of the Moflgiet Borough Council was attended by the Mayor (Mr J. P. Walls), and Crs F. J. Frew, John Wright, Jus. Henderson, G. A. MT<eod, F. Smealon, and John Gunetl. CORRESPONDENCE. Mr T. K. Sidey, M.P., forwarded a letter from, Sir F. D. Bell, on behalf of tho Prime Minister, in regard to the overhead bridge at Mosgiel. The letter stated that the costs of nimps, but exclusive of’ approaches, was estimated at JJIBOO, and stated that the department was prepared to proceed with tho work if the Borough Council and others interested Were prepared to construct the approaches and pay one-half of the cost of the construction of the bridge itself. —Received ; the letter to lie on the table for one month. Mr H. L. Tapley (Mayor of Dunedin)'*vrote conveying his best thanks for assistance in connection with the entertaining of the crews of the visiting cruisers. The splendid way in which the borough undertook to arranpo ■for the entertainment of the men at MosgieL and the completeness of the arrangements, made by the people of the district wore highly appreciated, and gave an assurance that those of the ships' company who were able to join the excursion had spoken in high tenms of praise of the very enjoyable outing provided for them. —Received. Mr T. K. Sidey forwarded a letter received from the Minister of Railways on file question of running trains direct from Dunedin to Mosgiel township. Tho Minister ot Railways enclosed a copy of his predecessor A reply. to the representations of the council regarding tho running of trains to and frqi.n. tho Mosgiel Township Station, and he suggested that in view of the positions as set forth, compliance with the council's request, would not bo justifiable under existing circumstances.—A Copy of the Ministers letter, dated 8/5/22 wad attached. —It was decided that tho matter Stand over for a month to permit of fresh action being considered! The Acting Secretary, General Post Office, Wellington, wrote enclosing the completed lease of land belonging to the department in Gordon road, Mosgiel.—Received. Tho Secretary of the l-'lunket Society Ap-» peal Campaign wrote inquiring if any arrangements had been made in regard to ain appeal in the Mosgiel district for that fund, and offering to supply literature for collectors’ information, collecting books, etc., alsooffering the committee's assistance in any way in its power. —It wnsi decided tb-ri a public meeting should be called by the Mayor at an early date. Messrs Webb and Allen, solicitors, wn-to in regard to Deisbman Brea.’ land,and enclosed a copy of' a letter received from Mr. B. B. Cousten referring to the survey. They (Leishraan Bros.) aSked for instructions whether they would now prepare the necessary documents.—To bo attended to. Mr T. A. Mackie, Clyde street, wrote protesting against any alteration being mado in the storm-water provision at the Outran* railway line, and suggested that if the Silverstream banka were put in order no one ‘would, be flooded; but that if more outlet wasi made under tho railway line tho trouble would be accentuated. —The matter was held, over til) a report front the District Railway Engineer had been received. Tho Taieri Expansion League wrote requesting the council to book the Coronation Hall fon the last week in September, 192 b, for a citizens’ bazaar. —To be attended to. The Dunedin and Surburban Dairymen’s Association asked the council’s assistance in regard to' a scheme for dealing with the small bird pest.—lt was resolved to procure , a supply of poisoned grain and to notify rahopajera that same could be procured from trie council, if desired. Robert Eady (Clyde street), W. D. Pnrvia (Tay street), and Alex. Kirkland (Ayr street) asked for an improvement to the roadway and footpath in their respective streets. —The. council discussed the matter at length, and decided to ask the inspector to prepare an estimate of cost of* a footpath only, this to bo submitted to a special meeting, to be held on July 23—The Mayor suggested that the interested parlies should ascertain if those benefiting by the improvements would contribute portion of the cost of flame. Mr Matthew Brown, Tweed street, asked the council to Complete tho form alien ol: the footpath in Gordon road to the Silyeretreflm.—lt was resolved to continue improvement to footpath on Gordon road to' the bridge. REPORTS.

The Finance Committee reported that the receipts for the month were £284 ITS. Wages and accounts paid for the month amounted to the total of £75 Os 7d, and accounts totalling £337 6s Id had been e.ubmitted and : commended for payment. The committee recommended that Messrs A. F. Cheyne and Go.’b application for a remission of iri« garbage and sanitary rate be deferred for consideration for one month. —Adopted, The Works Committee reported that the. following works had received attention since* last meeting': Water Supply.—Three hundred and fifty feet of Xin extension had been laid in Foriar street, one connection put in ior Mrs Souter’a new house, one connection put in for Mr it. Johnstone, Argylo street, and all dead edde in the borough' had been run off and the sewers flushed. Drainage.—The connection for a new public convenience had been completed, and the buildings were in the course of erection. The new buckets for the elevator pump having arrived, the pump had been overhauled and the storage tank and septic tank cleaned out. Filter beds and distributors had also been cleaned, the clinker on the filter beds being renewed. A new 4in connection had been put in for the cesspit at Morrison street and Factory toad. This pit had been a source of continual trouble. Bonds and Streets.—The men were almost finished on Bush road, and water-tables, iootpath, and ditches had received a good cleaning. Thirty-five _ loads of gravel had been used in patching Bush and Factorv roads. During the wet weather the men. were engaged in making meter blocks, stopcock blocks, and concrete slabs. The committee, recommended: (I) That an indicator plate Ire put on the public convenience, and that a street lamp be erected there. (2) That the Taieri County Council be asked to supply a price for Milner's gravel at the pit. (31 That the water-table of Gladstone road, near the Kailway Station, bo re-giaded. (4) That any projecting fire plug blocks be lowered to the rake of the road. (5) That any ratepayer upon application bo (supplied with a sufficient quantity of gravel to provide a footpath from the gate to HSbe centre of the road, upon the ‘ understanding that work is to be done in accordance with the inspector’s requircmClvdo Street.—After considerable discussion by the committee, it was resolved to defer consideration of this matter, and the chairman's report thuireon, till the council meeting on Monday night, when the inspector would submit an estimate for forming a road and footpath in Clyde street. Church Board Laud.—lt was recommended that the town clerk he instructed to take the necessary steps to proceed wrtn an atbitrillion case in regard to this land, and that Mr W. E. M'Lean be appointed the councils at Wator )r ' Meters—The committee recommended that six defective water meters be sent to Messrs Ellis and. Co , of Auckland, for repair, through M«mw John Champers and Son, Dunedin. Soil from Roadways.—committee recommended that a quantity of soil be supplied to the Mosgiel School! when most convenient and not required by other ratepayers. Building permits had .been granted m Messrs Bfemner and Bmcatbp (Ahgyle street), H Purvis (Mure street), G (garage, National Bank, Gladstone toad). Plumbing permits had been granted to Messns A. \. Johnstone (Argyle street) and W. Gillespie (Mure street). The report was adopted* ftud tjig various recommendations therein agreed to. Cr Staeaton inquired when the water trough for the north end of the borough would be erected.—The Clerk replied tliafi this would be attended to before the summer months. . , It was resolved to hold ft special meeting of the council at an early date to consider nuitiers affecting the Recreation The Mavor reported that the District Engineer for 'Railways (Mr Benzoni) had visited the Outram railway embankment, and _ met the ratepayers who had asked for additional waterway under the embankment. He promised to have a survey of the watershed of the creek made; but considered tMt ample provision for IKg natural flow was provided already. . ■ , A discussion took place on the matter or taking over the private streets in the borough and declaring them to he public streets. In' 3 this connection Cr Grant gave notice of motion:—"That it bo publicly notified that all streets within the borough have been taken over as public streets from the date of the notification; list of streets to be named, and motion to be drawn up by the borough solicitor.” , The clerk was instructed to communicate with Mr T. K, Sidey regarding the bringing of Gordon road under the operation of the Main Highways Board. It was decided again to approach the Taieri County Council in regard to the repair to the banks of the SilyonStrW.ni.
