RAILWAY DISPUTE.
SITTING OF INQUIRY BOARD,
THE DIVISION BARRIER. (Per United Press Association.) WELLINGTON, Juno 21. The proposal (hat the barrier between the lirst mul second divisions of the railway service should be abolished was made before the Railway Inquiry Board this morning bv the A.S.R.S. On Ijohulf of the society, Mr Connolly declared that the present barrier to promotion to administrative positions was not encouraging to the second division men. Ho submitted that practical men were better oualifiod for managerial or organising positions than those trained on theory. Ho suggested that the board should recommend the abolition cf the telegraphic test and of the requirement, that a roan should do live years’ practical work before being able to sit for the first division qualification examination. ~ „ ■ , , . , For the department. Mr •Sterling- domed (ho existence of any such barrier, and asserted that the department gave every opportunity for second division employees to study for the first division. Ho did not agree that it wc.s essential for a man t;> go right through (he mill in order to qualify os a good administrative officer.
