PALMERSTON BOROUGH COUNCIL.

"J'hc monthly mooting of the Palmerston Borough Council was hold on Monday evening, when there were present: Tho Mayor (Dr Howdcn), and Crs Barclay, Bower, Black, Morrison, Stewart, Cameron, Kiddle, end Hopkins. NOXIOUS WEEDS. Mr K. Bryce, who wailed on the council, said that, he had a grievance against the Inspector of Noxious Weeds. By order of the inspector lie had had to clear 50 chains of boundary road of gorse, and was now ordered to clear some rough ground on the property occupied by him within a certain time. He did not want to be continuously grubbing gorso. anrj asked the council to ask the inspector for an extension of time. The applicant also applied for permission to take a crop of oats off a paddock on borough property, which he had at present in turnips. The council decided that the first application was a matter between the inspector and Mr Bryce himself, but ho was granted permission to grow one crop of oats. ATIiKX.KUM ENDOWMENT PKOBEHTY. Mr Hay, who wvs accompanied by Mr Arkle, appeared in connection with the lease of some Athenscum endowment property at present held by Mfears Hay Bios. This matter had been mentioned at several recent council meetings, and the Auditor-Gen-eral deeded the lease to be fixed up as soon as possible. Mr Arkle suggested that Messrs Hay Bros, pay up all arrears, and the council issue a new lease for the full term of 11 years, the first two years to he at the promised reduced rate. Mr Arkle thought there was no need to advertise the sections, as the clause in the Act for returned soldier settlers appeared to cover that Mr Hay was agreeable to this suggestion, and tiro council decided to carry it out. EASTERN DISTRICT SUB-UNION. Messrs T. Picket and J. Gordon appeared as ft deputation from tho Eastern District Sub-union Rugby Football Association. They stated that tho proposed levy of 25 per cent, of gate moneys at Palmerston football matches was exorbitant. Lost year they finished up with a credit balance ot £6 odd. out of which they already had had to puS" half-cost of footballs for the distract teams this season. The sub-union had tried to make the Palmerston ground a centre, arid had made gate charges on big matches to help pay expenses. Referees’ expenses for last season amounted to about £l9. They paid the local expenses of the Maniototo team last season. Only ill .'is a year went to the association. The association spent its own money on tho local ground, and had never asked the council to spend anything. No charge whs made to ladies or children. At present, the association had no money to spare. Between £6 and £7 had been spent on goal posts and repairs last year. Cr Morrison ; The council hue spent money on tho ground. Mr Picket: The local football club once raised money by a concert, and iianded over Pit) to the council, which spent the money in repairing old fences on the ground. This year tho sub-union had to entertain visiting teams, and also to pay local team’s expenses. The total of £BO collected last season included the gates at Palmerston, Waikouaiti, Dun back, and Shag Point. The Mayor explained that the council hud been led astray as to tho financial position of tho sub-umon, and thought the money was being spent out of tho district The deputation withdrew, and notice of motion was then given to rescind the motion complained of. GENERAL. Mr James Phillip applied for improvements to tho road leading to liia premises.— The Works Committee was instructed to report at the next meeting. Mr P. G. Quaife, moving picture loefloo, wrote with regard to a heating appliance for the hall under oiler to him.—The letier was received. Messrs Burgess Bros.’ solicitor wrote in connection with the council taking water from the Blue Mountain Creek. —Mr W. J. M’Curdy also wrote giving extracts from tho law on the subject.—Crs Riddle and Hopkins moved that the clerk write to Mr Martin, solicitor of uie Municipal Associations, in connection with municipal water rights.—Tho motion was carried. Mr R. S. Smith asked for permission to plough the roadside to eradicate goree.—The permission was granted. The Otago Hospital Board’s solicitor wrote asking for particulars of tho ground offered in Palmerston for a maternity hospital.— The letter, was received. Mr Arkle presented the council with framed photographs of the members of Palmerston Borough Council in the year 1876—The gut was received with thanks. The town clerk was given authority to collect outstanding rates. Fees for eating-houses were fixed at 16s per annum. Cr Hopkins moved that all corporation sections be put Up for lease by auction at tho August sale.—The motion was seconded by Cr Stewart and carried. Accounts amounting to £llO 16s lOd were passed for payment. Notice of motion was given that a general rate of IJd in tho pound and a hospital and charitable aid rule of id in the pound be made payable on September 1. The Railway Deivartmcnt wrote stating that their water engine would be laid up for repairs shortly, and inquired if the council could supply "tho necessary water during the period repairs were being effected. —As tile council engine is at present under test at Dunedin, it was decided to test tho council’s engine first, and then reply to the railway officials.
