M. MiLLERANO’S MESSAGE. CONSTITUTION ENDANGERED. Press Association— By Telegraph—Copyright. PALIS, June 9. (Received June 10, at 10.65 p.m.) According to a semi-official forecast M. Millerand’s message to Parliament will briefly review- events since bis assumption ol the Presidency, recalling that the President has invariably pursued a policy of social progress and agreement at home, and abroad. All the Cabinets to which he entrusted power had been coalition ones in which members of the Left had participated. He will declare that his attitude has always conformed to the constitutional prerogative, and will point out that tho new majority has made it impossible for the head of the State to exercise his mandate, and that such interference is inadmissible. He asserts that the subordination of the powers of the head o the State to electoral fluctuations would result in creating a precedent fraught with incalculable consequences, and concludes: “Parliament alone can decide the question of the Presidency.” —Reuter.
