SHIPPING. It appears, by the record of arrivals and departures kept at the Custom House that, notwithstanding the apparently very large exodus of population during the last few months, the balance against the Province (luring the last five months, or since the beginning of 1864, does not exceed 5000 persons. The work of converting the Government brig Thomas and Henry into a prison hulk for the ordinary class of criminal women is rapidly approaching completion. . . . There are numerous arrangements which make the hulk a- very perfect prison. . .
