(Received May 26, at 8.55 p.m.) Speaking at the Millions Club, Mr Bruce outlined a new scheme of migration and land settlement which the Commonwealth Government is now negotiating with' the British Government. He said that the echeme had as a basis the making available to the States at a nominal rate of interest money for development purposes. If the scheme were completed Australia undertook to settle within her borders a certain number of people in a certain period. The scheme would not be entirely ' limited to migrants from overseas, as persona of Australian birth would have equal opportunity.
